I installed MC21 when it was first released but I had to uninstall it because even though I had the MP3 encoder set to constant bit rate of 320 kbps, Media Center encoded at a variable bit rate of about 157 kbps.
I reinstalled version 20 and the MP3 encoder worked as expected.
I just installed the latest version MC21 but still have the same problem.
What am I missing? Is anyone else having this problem?

I haven't had any problems with this, but I've only tried it with converting formats. It works fine if I select the CBR/ABR Encoding and then select the box to restrict the encoder CBR encoding. You could try deleting the Media Center 21 MP3 encoder, if you haven't already. It will download a new one the next time you try to use it. It's usually located in a directory like this: C:\Users\<User Name>\AppData\Roaming\J River\Media Center 21\Plugins\mp3_encoder. Just delete the mp3_encoder folder.

I deleted the mp3_encoder folder. Media Center did Not create a new folder or download the lame file after I converted a file.
Next I deleted the in_mp3.dll file from Media Centers Plugins folder.
Even without these 2 files Media Center was able to encode the file to an .mp3. Unfortunately the bit rate was the same as before, 157 kbps.
