Can it be done? Are there any plans? I'm using mcEffect currently, and it's okay, but I vastly favour JRemote from a look-and-feel perspective. It's also more responsive and functional.

Seems to me the Windows Mobile platform is on life support at this point. There's been multiple topics here on the forums discussing this - here's a good one: http://yabb.jriver.com/interact/index.php?topic=99819.0
I honestly wouldn't hold my breath on this. It's likely not worth the R&D costs to JRiver for very little in return.

What about a Windows 10 universal app?

Not quite...
An universal App would run on x86 machines like small tablets, where one doesn't want to install the full JRiver program. It would run on Xbox. It would run on the HP Elite X3, which is not on life support but starts shipping only now...
I think the x86 Program and an associated UWP App would make sense, even if the Phone use is not the main goal.
Refridgerators with W10 seem to be the actual trend ;D http://www.windowscentral.com/lg-smart-instaview-refrigerator-windows
