Title: 21.0.91 Manage Plug-ins not working

On Max osx El Capitan 10.11.16 the manage plug-ins does not do anything.  Also, even adding the files directly to the library/audio/plug-ins does not make the vst registered or functional.

Yes, this has recently come to light.  This feature was broken some time after 21.0.83.  It's now been fixed in 22.0.13 .
