Unlike other apps I had paid for, which I have been able to download and install without repaying, JRemote wants me to pay again. How do I get around this?

You should be able to get it from the "purchased" list on your account.

I don't think so, but how could I find out if I did?
I have one thing to say: this is pretty crummy service for a product, having to wait for responses to an online forum. This is a case where direct email contact would be preferred to clear up the matter.

Sorry, but respectfully disagree. Your issue is with Apple, not with JRiver so no type of support contact from JRiver will help you here. If an app you previously purchased on the Apple App store is no longer showing as available for download then you need to reach out to Apple for support. Apple controls and supports their app store.
My best guess would be that you purchased the app using a different Apple ID than you are currently using on the phone. It is possible to have apps purchased by two different Apple IDs on a single phone when syncing through iTunes.
