Is this a bug?
Where does the DATE field come from?
Is there a setting somewhere I need to look at?

Date field in TV recordings come from the guide. It represents the date (or year) the show was made, or first aired.
I just checked my three recordings since yesterday, they do have full dates:
10/10/2011 (Arthur)
1/1/2017 (From Vienna, the new year's celebration)
3/11/1991 (BBC World News) --------- this one does not make sense, but it is the way the guide is. This date might be the date the show started
It is normal to have date field having only year in it. Again, it comes from the guide.

You mean the guide provider data? (like schedules direct etc)

Yes. Some shows do have a specific date, some don't (with only a year value). It may be a coincidence that your first few recordings of the new year only have year values.

Appears to have been a "1/1/2017" thing.
Today's recordings showing the full date 1/2/2017.

Perhaps not. As my example shows, a show on the new year's day did have full date in the field.
