Is it safe to uninstall MC22 before installing MC23? Should I remove all registry entries?

Install MC23 first.  It will find your old data and settings.  Use it until you are happy with it, then uninstall MC22.

Unless MC22 isn't running under an Administrator account, then you have to restore a MC22 backup into MC23 for MC23 to see the 'old data and settings'. Take a MC22 backup before you do the MC23 install.
