Title: don't support 2 bytes language windows lib upgrade

This is my new findings of my former problem.

I try to upgrade the jukebox8 library to MC9.1, but failed. It works ok if the windows is pure 1 byte language e.g. english, germany.... but if I turn on the language support for 2 bytes language such as chinese, japanese, korean... from the control panel->language and regions->advanced->language, (I use win XP/win2000), the upgrade of my existing library fails immediately.

Thanks Tony.

We'll take a look.  MC 9 is Unicode now, but maybe reading the old-style database doesn't properly convert to Unicode in some cases.
