With image editor, you can resize an image without editing the original file: Can you edit a group of images at one shot only?

For example, I would need to edit all the photos from 4608X2592 to 1280X720.

where is this image editor located, is it a part of MC or windows?

Not possible from inside the editor...
To batch resize multiple images, just select all the files you want resized, right click, choose "Convert or Resize", set your options, press OK and away you go.

In order for this to be non-destructive, you'll need to choose a location to save the resized files in.
