Title: Where can I set the audio/video sync delay in milliseconds?

How and where can I set a permanent audio delay to 2000 milliseconds for video content? I absolutely need! Please help!

On my Windows version it is in Tools--> Options--> Video--> Advanced and you have two options, one for 24hz and one for the rest.
