Title: Automatic quality of "Video Conversion"

"Audio conversion" has a setting "Convert audio if necessary" which I understand does audio conversion to the specified format when bandwidth does not allow playing of the native formats.
1. Can something like this also be added to "Video Conversion"?
2. Can both conversions get a third option "Automatic Conversion" that adapts the quality of video and audio to the available bandwidth?

The setting does not take bandwidth into account, it just checks if the device supports the format in question. Bandwidth can change on a whim when you're mobile, and handling that is far more complex then it might appear.
