When I Play the following file https://1drv.ms/u/s!As78vBR6UewtgZdYQF94-IQ_jmoAZA then MC 23 and 24 crashed. My Windows is Windows 10 April build 17134. Rgds

The file plays right through on my MC installation. Same Windows Build, 17134.48, Pro version.
Try turning on logging in MC and see if you can catch an error message in the logs.

Well, I was hoping you might learn to read the log. ;)
Did MC actually crash, or did playback just stop? Because I can't see anything in the log other than play starting, being cancelled, and then MC report play was successful. So nothing to indicate a problem.
Usually, this sort of thing is a badly formed WAV file. As the version I downloaded played, try downloading the version you uploaded and see if it still causes a problem. Maybe the upload/download process or OneDrive (Microsoft) fixed the file. Certainly, it plays in OneDrive when I click the link you provided.

I downloaded the file from above link and opened it by open media file command. JR quit without any notification. After that I reopened JR, it work normaly. I replayed this file from my library. JR also quit without any notification. After that I reopened JR, the notification displayed. The attached file show this notification. I opened log file but there are not any error. Thank you

All above I did with JR23. I repeated the same with v24. JR24 played normaly the downloaded file with Open Media File command. I imported the downloaded file to my library and played it. The result is OK.

Crashes MC24 for me as well.
If I convert it to FLAC (and optionally, back to WAV - though why would you?) using dBpoweramp, the resulting file plays in Media Center without any trouble.

I played my original file (not the downloaded file from onedrive) with foobar2000. It played well. Thank you

I don't get any crash with that file in MC24.

Only Defender running here.
EDIT:
The untouched file, as downloaded from OneDrive (CRC-32: 81003070) crashes every time.
If Media Center writes tags to the file, I can play it without any issues.

I tried that, still no crash here.

It's the "Load Full File (not decoded)" memory playback option causing the crash.
