With "Startup -> Location: Last Location" set, when my last location is a pane view I don't get back to where I was when restarting MC.
Well I do sort of, I get back to the right main pane view but whatever I had chosen to see in the pane view, like an artist or a year or something is gone and I'm back to nothing chosen in the pane lists. So I don't get back to what I was viewing.
So I'm playing and browsing O'Jays albums. Shut down MC, restart MC, and... nope, no O'Jays. Has it really always worked like this?

I don't think that panel selection is carried over restarts. It only reopens the last tabs / views which were open.
One thing which was changed for MC24 that panel selection also get reset when entering search box. That has annoyed my workflow a bit. Don't know if this was intentional change or bug.

Mine too. Probably more than "a bit" for me :)
I call it a bug, because it 'bugs' me. It's unfortunate fallout from a fix that was put in place to correct an error with dropdown panes.

I would pay extra if this program would honor the last location when switching libraries.
I have 6 specific tabs that I use every day in my main library - but if I switch over to my MP3 library even for a second - MC insists on opening up to the web browser and the JRiver home page (not useful at all) and then I need to spend 5 minutes organizing all my locations and tabs again - not only in that library - but also when I return to my main library.

You should save your tabs layout. Then you can return to it with a couple of clicks later:
View > Load/Save View > Save > (Give it a name)
then later:
View > Load/Save View > Load > (Pick your saved view name)
*Boom* all of your tabs are back!
You'll probably need to do this in both libraries, but I'm not 100% sure. Some settings are saved independent of the loaded library; not sure about this one.

Hmm. Thought this was just for the current "view" that is loaded - not for an entire tabset.

I wonder if it's on any long term or short term todo list on future JRiver development to make panel selection stick between restarts? That would be very very very nice :D

Someday in the future this will surface:
NEW: Made the pane selection persist between runs if you start in the last location.
