I've been running into this problem off-and-on since I started using Media Center 9 many, many, many builds ago.
If I stream most any MP3 site (most, but not all), the sound comes across as if the MP3 was badly encoded: glitches, skips, and other weird noises. Once MC9 starts glitching like this on a stream, it'll also glitch on any locally played MP3s until I restart MC9.
For a few builds, it worked flawlessly until I reformatted and reinstalled my workstation then installed the release version of MC9 (.170 or whatever it was). Now it's glitchy again and I can't listen to any radio MP3 broadcasts. I've installed .174 and it's still doing it.
Any clues? Am I the only one experiencing this?

No, you are not alone. I see this often as I am inChina and when the net hiccups I get the playback errors. Then, as you said, any audio file will have the same chirps until I restart MC.
Also, perhaps related to this, when a stream has been playing and then I see buffering xx% the last frame received repeats over and over until the buffering is complete again. That should be fixed to just go silent/mute until the stream is playable again.

I agree with you, that is pretty annoying. Even when I'm streaming on my local network and I jump in a track, it'll repeat obnoxiously as the buffer fills.
