Who is this by? What is the title? The lyrics go:
Comin Over The Rooftop Baby, Coming over the rooftop, would you save me, cause I'm not okay.
Comin Over The Rooftop Baby, Coming over the rooftop, would you save me, cause I'm not okay.
And season change for everyone, I've seen it all.
And if the rain comes down - let the rain come down.
Comin over the mountains baby, comin over the moutain would you save me, I'm not okay.
Comin over the mountains baby, comin over the moutain would you save me, I'm not okay.
And seasons change for everyone - I've seen it all.
And if the rain comes down - let it rain on me.
Thanks much!

Could it be "Let the Rain Come Down" from Tony Childs ( 1988 ) ?
-
Thanks Fex, but I think Toni Childs is a woman, this song is by a man who sounds somewhat like Nick Cave or Leonard Cohen. Let me know if I'm wrong about Toni Childs gender.

probably not the one you are thinking of (or hearing in your head all day) but the line
"And if the rain comes down - let it rain on me"
sounds alot like the line in the Hootie & The Blowfish song 'Hold My Hand'

There's a song called "Let It Rain on Me" by Von Kopfman, track 4 on the Album "Tales From My Once Troubled Soul". Could this be what you are thinking of?

Thanks LisaRCT and Wobbley but its neither of those (I'm sorry to say). Thanks for the thoughts. I may have to offer a reward! :-/
