Can I control my dac (Oppo Sonica) with JRiver? I find oppo app not very good.

Probably.

It looks as though Oppo should support either a) audio input direct from a Windows PC via the USB-B DAC audio input port (in which case you may need to download a Windows driver from Oppo), and/or b) network input via UPNP / DLNA over the Ethernet LAN port.

I have an Oppo Blu-ray player which (only) supports UPNP / DLNA, but it works very well with MC; and I would guess that the Oppo DAC would behave similarly well. However you might find that the USB DAC input would give you a tighter integration with MC.

Would I need either JRiver or JRemote/Gizmo installed on my Android phone/tablet to do this. I want to eliminate the have to use the Oppo App.

I believe Panel would work for you but Jremote2 is probably the best bet. MO4media is another alternative.

Thanks for replies. I do not want to use panel.
I recently acquired an ipad and want to control dac from external HD connected to it from ipad. I have researched JRemote and MO4media and would like input on which may be better to use with apple ipad.
I do not want to connect through my home network, just use my amp,preamp and dac and play files from ipad.

As far as I know MO 4Media for iOS was discontinued, so JRemote for iOS is probably your only option.

Unavoidable I'm afraid. You have to have some sort of network setup (even if it doesn't have internet access and you have to use an IP address and not an access key in the remote app) to control Media Center. Remote apps (JRemote) or Panel can't directly control DACs, what they do is they connect to a device running Media Center and can control that (or act as a client and stream music from the Media Center server to the iOS device, for example).
