Hi All,
When I try to play Ultra HD movies that claim to be 2160p I get stuttering and 100% CPU nonstop. It never releases unless I stop the movie. I have been running JRiver for many years fine with BluRay 1080p material with zero issues. So I decided to upgrade the entire computer to see if it would help and it's still happening. Here's my configuration:
Windows 10 Enterprise installed on SAMSUNG SSD
16GB RAM
AMD FX-6100 CPU
NVIDIA GeForce 1650 SUPER 4G Video Card
Seagate EXOS Enterprise Drive for movies (16TB)
My TV is not 4K, it's 1080p. It's a Panasonic Viera Plasma if that matters.
Any ideas on how to get these movies that say they are 4k to play without 100% CPU?

You don't say anything about your MC video playback configuration.
Try toggling the "hardware accelerate video decoding" option, then if necessary post more details about the MC video mode (Red October Standard or HQ, and MadVR settings).

I wanted to update really quickly that checking the hardware acceleration put my CPU to 20-22% during playback. Excellent! Playback is smooth and computer is barely working.
Do you see anything else you might recommend with my settings? So far it seems that one check box did the trick so far!

I'm glad that worked.
As far as other settings, it depends on what you want to achieve.
You can lower CPU usage by lowering the "Quality Setting" option, or by changing the Video Mode to Red October Standard (instead of HQ).
You can increase image quality (and CPU usage) by increasing that same Quality Setting option. Increase beyond what your hardware can do, and you will have problems, some of which require complicated fiddling and advanced understanding to resolve. So be careful.
Given your hardware, you should certainly be able to run at the "Balanced" quality setting without trouble.
Turning on VideoClock is usually a good thing.
You can also improve the smoothness of playback by adjusting the display settings so that movies play at their native frame rate, assuming your video card and TV will cooperate with that. That again is something that may require some tweaking and advanced understanding on your part, and I don't know how familiar you are with tweaking MadVR parameters or testing/changing refresh rates. Some people don't notice those issues visually, so if you're not complaining about it already, you might want to let sleeping dogs lie.

Are you on Windows version 2004?
EDIT: my pc used to easily software decode 2160p59 movies ... now it can only do 2160p23
