In the previous version I was using (MC26), the right-click properties, actions menu showed the 5 most recently used actions but now it only displays the single, last one - shown in screenshot here.
Is there a setting for this somewhere or is this change by design? I really liked the previous way because I frequently used the same 3-4 updates/actions when updating recordings in the library.

Look in options. You can change it.

I did look in options but I can't find anything like that. Looking under General, assuming under Import&Tagging, Behavior or Advanced, but dont see any setting for that.

Thanks. I see that setting in MC26. This appears to be one of several settings that disappeared when upgraded to MC28.

Indeed. Just type "right" without quotes in the search bar at the bottom of options.
The main reason for this reply is to hilight just how useful that Options search field can be. I think it gets overlooked or missed too often :)

Marko, I've been a user for 9 years and never even noticed that search tab. smh
