This is usually caused by an antivirus/antimalware app (usually Windows Defender) actively scanning and uploading a sample of the app. If you're using Windows Defender, try adding Media Center 29 to Defender's exclusions list. In my experience it typically happens when there's a recent new major Media Center release.

Windows Defender actually can't be fully disabled (even when using registry hacks or group policy changes), it's fully integrated into the operating system. In fact running with Defender partially disabled is a bad idea in general, unless you're using a third-party antivirus app as a replacement, there's really no reason to disable it.

This will make the instructions pink:

      <Entry Name="Edit" >
         <Entry Name="Background" Bitmap="Frame_Edit.png" NumberImages="4" Margins="2,2,2,2" />
         <Colors Text="353535" Back="C8C8C8" DisabledBack="f0f0f0" DisabledText="C8C8C8" Faded="ff00ff" />
      </Entry>

Again, it can only partially be disabled. Parts of it, like the Firewall and SmartScreen aren't disabled when doing this. And regardless, even if you can (partially) disable Defender, it doesn't mean you should. Disabling it likely does more harm than good, especially when you can accomplish a lot using exclusions versus just straight (partially) disabling it.

Bottom line, you really shouldn't mess with Defender in Windows 10 or Windows 11 unless you're using a third-party antivirus (which will automatically disable real-time protection in Defender but not fully disable Defender) or you're adding/removing exclusions. Otherwise there's no point, and you weaken your security doing so.

nothing runs on my system! only firewall cause of app updates and etc....smartscreen and defender is totally disabled! in app-services-low level drivers as well and works like a charm! the point is to know how you do it not to ignore it ;)
