Is there a way to store a song's rating and number of plays to its meta data, so it can be read by other programs?

I don't believe so. As you probably found out MC doesn't store ratings or play count in the file itself (as it does other tags e.g. genre, album, artist, title, date, etc.). I'm speaking of mp3s. I assume it treats other formats similarly.

You can tell MC to store various fields in the file tags with:
Tools > Options > Library & Folders > Manage Library Fields
Then find the field you want and check the box for: Save in File tags (when possible)
I just did this for "number plays" and it then saved that field into my FLAC file the next time I updated the file tags.
HOWEVER: I did the same for Rating (the checkbox was already checked) and that field will NOT save into the tags of my FLACs. I'm not sure why that would be.

Ah Ha! Didn't know those options were there. I also have had the ratings box checked and ratings don't appear to be in the mp3 files either (at least when viewed with a 3rd party tagging app).

It's stored in the POPM field with ID3v2 tags in MP3s.
