Title: Command line - Append

The documentation says that /Append does not change the current playback state, but my in tests it immediately starts playback even if it was stopped before.  Am I misinterpreting this command? 

Is there a way to load a playlist into PN without starting playback? (command line)

Just turn the option off:
Options > General > Behavior > Start playing when files added to Playing Now
