Services&Plugins -> Scheduler -> Add Task -> "Library Backup"

Maybe it's hidden due to some other feature being disabled. Audio Only? Party Mode? Different user than Administrator? I can't make it go away on my MC.

That's in options.  Try the tree on the left in Standard View.
