Is there a way to restore tabs after restarting MC?

Options > Startup > Last Location.

Indeed, this has always worked very well for me.

Reminder of a related useful feature:  View > Load/Save View can restore tabs during a session without restarting.

Another plug for restoring locked tab state, which also applies to startup (add as an option):
