Is there a way to download 31.0.27? If yes where do I find the file?

It will be on the Latest channel first, then Stable after that.

Well, the latest channel will get it once it's posted to the forum. Stable channel versions are promoted every once in awhile. If you want it ASAP once it's posted in this forum section, I'd recommend switching to the latest channel.
