I thought this was something else but it seems to be caused by debanding.
Debanding on / Bilateral Chroma on = unsustainable render times
Debanding off / Bilateral Chroma on = ok
Debanding on / Bilateral Chroma off = questionable render times
Shouldn't I be able to do both? It seems that debanding is the problem though.
All tests I restarted Jaws 2 from the beginning after playing something else to completely reset the player and took picture at roughly the same time.
AMD Ryzen 7 5800X 8-Core Processor
32.0 GB ram
RTX-4070 GPU

If you are seeing odd inconsistent performance results, what I would generally recommend to check is going into the NVIDIA Control Panel, and in Manage 3D Settings set "Power management mode" to "Prefer maximum performance". In some situations NVIDIA can mess up power management, resulting in the GPU running slower then it really should.

I found problem but not solved.
If desktop resolution is 60p then it's not changing when film starts playing and render times are crazy.
If I set desktop to 23p manually all is fine and total render is under 3ms.
Why is JRiver not changing the desktop setting?

Your screenshots suggest the desktop is actually at 23p, its on the top lines right there. The first line in the Window section is what Windows reports, the second is what JRVR measured itself.

Strange my projector says it's getting 60p.

Started working again. Must be a Windows thing....
