Title: does JRiver use PCM when up-sampling DSD

just as the title says, is there any conversion to PCM when up-sampling DSD? Thanks

Yes, any processing of the audio signal goes through PCM. Only direct passthrough ("bitstreaming") of DSD does not involve a PCM stage.
