Hello
I have the following problem with podcasts:
If I delete an episode (state "On disk") and play then another episode (without downloading), the state of the deleted episode changes from "Deleted" to "In Queue" first and then to "Download" (after revisiting). That's not desired. It should be stay on state "Deleted".
It is even worse with a podcast which does auto-download all episodes: there starts an undesired redownload of deleted episodes!

Are they stored on a local drive?

Yes, but not on the same drive as MC is installed (MC is installed on c: drive) if this is important somehow. They are stored on local drive d: (also NTFS).
It's by the way the MC 31.0.69 64-bit version on my Microsoft Windows 10 Pro x64 [19045.3570] [22H2] [de-CH]

Is the drive internal? Or USB?

Check the Podcast Feed Properties. It might be set to download episodes.
If you play a deleted file, it will switch to "In Queue" for a while, but then goes back to "Download".
I set to download "Only Episodes I Select" and my delete was permanent. Playing the podcast didn't cause it to redownload.

I haven't played a deleted file, I played another of the list (which was not downloaded), please see in video ...
In the video I have the same properties "Only Episodes I Select". There it goes to state Download (no redownload). Redownload is for "All Episodes" setting only.
Here is is just "permanent" on state deleted till I play ANOTHER podcast, direct, without downloading - regardless of the podcast properties!

I can't reproduce that in my tests.
Right-click the podcast and pick "Edit This Feed...". Check that download is set to only download what you select.

Yes, I know that with "Edit This Feed..." I have the same setting as you.
The thing is, it's after I played ANOTHER podcast in the list (not downloaded). THEN the state switches.
Please see my video exactly!
PS: It's even also the case if I play ANOTHER podcast which is already downloaded. But I DON'T play the deleted episode.
PPS: YOU can't reproduce it, but it IS a problem!

That's pretty strange. I wonder if you have a different double-click mode set?
Try right-clicking a download file and pick "Play". Does that still cause the status of the deleted podcast to change?

[General, Behaviour, Double-click]: Replace Playing Now (all). And this is the default setting, I think (or maybe I'm wrong here) ... nope https://wiki.jriver.com/index.php/General_Settings (https://wiki.jriver.com/index.php/General_Settings) says it's the default setting.
And YES, if I change (for ex.) to "Replace Playing Now (play now)" the problem is gone!
So it seems it's because it sends all items in the content pane to Playing Now ...

Thanks. The file gets marked as deleted, but then brought back into the library during playback. Then it no longer is marked as deleted.
I'll make adding to Playing Now no longer clear the deleted flag.
