I'm using MC 32.0.26 with latest update of Windows 10.
My system is a simple computer with USB hard drive where
my music resides. Windows Defender set up with exclusions.
Defender is only virus software on computer.
Problem has been happening since MC 29.
There is something going on with MC mixing cloud play
and local files. Most of the time it only pulls songs locally.
If I right click same song over and over MC will sometimes mix in
cloud play songs.
Even if I use the Play (with play doctor and cloud play) I will get a list of only
local files. When it rarely does pull all from cloud play it does not
have the initial song in list
I did notice you had to fix similar problem with Mac version 30
I temporarily had a new computer and had the exact same problem.
Hard to believe no one else having this problem. I'm at a loss.
Would this be recorded in a log if I turn it on when doing
Play with Play Doctor?

What command are you using to start playback exactly? Thanks.

I right click any local song and select Play (with Play Doctor) and have also
tried Play (with Play Doctor & Cloudplay).
Play Doctor is set to 40% from Cloudplay and More Variety selected.
Tried using Carry On from Crosby, Stills, Nash & Young Déjà Vu album and after using it for the seed I gave up after 7 times. It never pulled any songs from Cloudplay.
Play (with Play Doctor & Cloudplay) using same song I got nothing from Cloudplay and the first song was not Carry On by Crosby, Stills, Nash & Young.

If you try a simple artist name do you have any better luck?
-
I went to playing now and tried a few artist.
I used Bob Dylan and got a mix of local and cloudplay songs.
I have no Bob Dylan music on my computer. Tried Led Zeppelin
of which I have 4 albums and got nothing from cloudplay.
I tried some classical music and did get a local/cloud mix.
Not sure how Play Doctor works but almost seems like it prioritizes
local over cloud. Some artists create a mix and some never create a mix.
I seem to recall Play Doctor has a learning feature. Wondering if that
could have something to do with it.
