Will MC33 work on older versions of Mac O/S, for example High Sierra?

Unless there is something new added to MC33 that would require a change to the Minimum OS requirements hopefully MC33 will run on MacOS 10.13 or higher.

It's all likely going to depend on Xcode and what Apple's requirements are. Bob likely will have an idea of the direction to go and what the minimum supported macOS version will be for Media Center 33.
Do know eventually (sooner than later very likely) as time passes support for High Sierra and other older macOS releases will have to be dropped. It's not a matter of if but when. And it's not exactly the developer(s) that decide that, it's usually due to Xcode and Apple's requirements.
It's something every one owning or considering a Mac should keep in mind, and it's all because of Apple's forced obsolescence. Especially Intel-based Macs, Apple seems to be fast tracking their obsolescence.

At this point, there are no plans for MC33 to eliminate compatibility with 10.13. That is the current base level of compatibility in the current releases of Xcode.
