Can a Library back-up by Windows 11 version MC33 be used in a Mac Version MC33?

Yes, but you'll have to change the paths for all your imported files in MC because they won't be the same as they are on Windows.

Didn't they build a tool for this kind of migration, or am I imagining things again?

Restoring a backup from another OS should reset any OS-specific settings to their defaults - that includes any pathes used in the settings.

For the media file locations, you will likely have to put in some work - there is a migration assistant available, but its not fully automated just by the nature of it.

There is the portable library feature too, but that also requires a little work to be done.
