Title: How do i delete a library

I had some issues a while back and i thought that creating a new library would resolve them.  I deleted the old library as the options are clearly there to delete a given library but it keeps coming back.  Then it reloads the old and now empty library.  I have to click on the other library and have it load every time.  Why does delete not permanently get rid of a library.
