What does "Allow tracking of removed files" do when deleting files?

I searched the forum and the Wiki and didn't find anything.

Newly added in 33.0.52.

3. Changed: When deleting files, the option to track the removed file is now optional (they're tracked by default so re-import maintains all the data, unchecking the new option makes the files really go away).

Can I disable this option for all files? I will probably never want to restore the files I have deleted once. Is there a setting for disable if for good?

In the past we simply always tracked removed files.

There are times when I don't like that so added the option.

You have to check each time for now. This was done as a safety instead of remembering the last choice.
