Matt - I discovered this Anomaly while trying to find out what those settings in the Action Window Template Instruction actually do.
If I click on any Entry in the Action Window (1st Image in the attached composite image) other than Sync Handheld i.e. Burn Disc, Rip Disc, Camera..., a new Action Window Instance opens with a close button on it's Header above the minimized Primary Action Window (2nd Image in the attached composite image).
But if I click on Sync Handheld a new Action Window opens with a minimize button on it's Header but there is no minimized Primary Action Window below it(3rd Image in the attached composite image).
If I click on that minimize button the Sync Handheld Window just like with the Primary Action Window I get a header with the maximize button on it (4th Image in the attached composite image)
If I then click on that maximize button I don't get a Maximized Sync Handheld Window I get a Maximized Primary Action Window (5th Image in the attached composite image)

This one is tricky. The Action Window likes to revert to home to make sure navigation stays possible.
I'll try to tune it down the road a bit. Thanks for the help.

I don't see a problem on Windows. For me, Sync Handheld behaves like every other Action Window submenu, as shown in attachment. I also tried all of ET's MC supplied Standard View skins and they behave the same as shown (but with different button icons of course). Note however that the "Sync Handheld" banner is missing entirely from images (2) and (3). Don't know if this is expected, but other tested skins have the same appearance as well.
Key:
Large dot = window (or list) is expanded (= "minimize button")
Small dot = window (or list) is minimized (= "expand button")
x= "close button"

Is showing a banner vs. showing a list due to a difference between Mac and Windows versions? Or is there some setting, user action, number of devices, ... that determines the appearance?

Adding 2nd Handheld device indeed causes the banner to appear above the device list (attachment Image (4)).
The rest of the behavior is identical to the 1 device case (no matter which Handheld is selected), so I still do not see the problem.
Note that for images (3) and (6), clicking to the left of the bottom Close button, rather than on the Close button, opens the Sync Handheld window (for selected Handheld) above a minimized Action Window, all with expected consistent buttons. Seems logical to me, though it may not be obvious.

Click sync so you get a list. Minimize. Restore and it will switch back to home. At least it was for me today 😃

I see what you describe here when I do not select a Handheld before minimizing the sync window.
In this scenario, can you provide a collapsed Action Window as well as a collapsed sync to avoid the extra step through the sync window to get home (i.e. you could remove the sync header's back arrow)? Similarly, when Sync Handheld first opens, provide a minimized Action Window. That would be consistent with the way other Action Window submenus behave upon opening and minimization. I think the fully expanded Tag window is the only exception, where in this case you have to restore or close the Tag window to find a way back home.
If I click sync, select a Handheld, and then minimize, everything remains perfectly logical for multiple cycles, as is. There is always a way to get directly back home (though the return arrow is currently needed after first step).
