Hi,
So, I decided to do a fresh install of Windows 11 instead of an upgrade. Maybe that was foolishness on my part. Sigh! Everything was going well until I got to Media Center 31. Install works ok, I was able to connect back to my media server running in the closet. Started reconfiguring the options and everything was going well until I got to "Video". I switched to MadVR and that's when everything broke. MC31 spends lots of trying to download MadVR then fails with "MadVR is unavailable and could not be automatically installed".

I deleted the plugin folders (many times). MadVR folder is always empty.
I turned off Windows Defender Firewall
I don't have any Antivirus except what's on a fresh vanilla install of Windows 11. Not even sure there's a way to turn that off.
I tried running MC in administrator mode
Created exceptions in the Firewall for MC31, but Firewall is "off" so??
Ok, fine, I'll fix it later. I switch back to standard Red October and try to play an MKV file. J River starts trying to download the LAV plugin and I get the same problem, LAV won't download, the LAV64 folder in C:\Users\RecorderHoarder\AppData\Roaming\J River\Media Center 31\Plugins is empty, and the video doesn't play. DANG!
Lastly, I check the copy of MC31 running in the closet under Windows 10. I haven't touched this install in a while. It exclusively serves media to other machines in the house. I went to Options->Video and switched to MadVR. Sure enough, I got the EXACT SAME behavior. I guess it's not a Windows 11 issue at all? Please can someone check if their copy of MC can download MadVR, LAV64, or any other plugins?
I can't finish this project until I get J River working again.

Yes, several times while trying to get this to work.
OK, I tried to make this a simple as possible to isolate the problem.
Completely uninstall MC31
Reboot
Install x64 version of MC31.0.76 as a portable to C:\J River\
Turn OFF Firewall
Add C:\J River as excluded folder in Windows Defender
Turn OFF Defender's real time threat detection
Run Media Center 31.exe as administrator
Go to Tools->Options->Video->Red October MadVR Quality Setting
Choose "Best Quality"
J River tries to download the plugin and fails just like before.
I reboot and try again. No change.
Any ideas?

Could be caused by the recent server change - same problem as here:

This should be resolved by now (change was 1 week ago), but your ISP/Router may still be caching the old server. You can try changing your DNS temporarily to 8.8.8.8.

In addition to Windows Defender and adding exclusions, you should also open the Windows Defender Firewall and add Inbound and Outbound rules for Media Center allowing access to the internet. Chances are if it's not the server changes going on right now, it's being silently blocked by the firewall.

I really appreciate the attention you've been giving me. I added all exclusions for folders, files, and processes from https://yabb.jriver.com/interact/index.php/topic,140850.0.html on Defender.
I set DNS to 8.8.8.8 I can confirm I can get to web pages (and this forum)
I have the Windows Defender Firewall set to OFF. Media Center 31.exe is on the list as fully allowed, but does that matter if the firewall is off?
Still no dice. I rebooted, removed the empty plugins folder. Nothing seems to be working yet. Is this just me? Can anyone replicate the problem by running a brand new install of MC on a fresh install of Windows 11?

Can you enable logging in MC (help menu), reproduce the issue and then share the log?

Interesting update. I became so frustrated with this I went and reverted back to Windows 10 using a backup image prior to the Windows 11 update. But, I figured no problem, 3 days ago, I tried to do the exact same thing on my closet server and got the same error. So, I remote desktop into that machine, start logging, switch to video options, select MadVR... and IT JUST WORKED!
The heck?! I'm very glad automagical plugin installation is working again, but I'm at a loss as to why that would be. On the server, I never touched Firewall or Defender settings, didn't set DNS to 8.8.8.8 or anything.
Too bad I blew away the Windows 11 install, but just give me 2 more weeks. Then I'll have more free time to try this whole sequence again. I'll report back here if a fresh install of Windows 11 and MC 31 breaks again.
Again, thank you for your input and feedback! While none of the suggestions solved the problem, lol, it was very heartening to have steps to try and rapid responses to my cries for help. Keep on supporting this amazing software!
