Is there a way of getting Media Center to output either AC3 or a raw audio signal out of the SPDIF conecter?
All I am getting at the moment is PCM.
Any help appreciated...

What is the input?
For 2 channel (stereo) PCM is raw.
If you have an AC3 (Dolby 5.1) source (such as from a DVD) it will likely depend on your audio card and driver. Unfortunately not all drivers are capable of passing AC3 via SPDIF (some onboard controllers suffer from this).
Do you have another application to test with, or have you ever done this with your current configuration before to verify it is possible?

I grabbed an AC3 WAV file and had to change the output source to the ACTUAL card (not the Primary Driver or ANY available device) ... and then the SPDIF will output a digital signal and DTS or DD works just fine :)
If it doesnt output correctly a digital WAV file sounds like static

M-Audio Sonica USB audio interface has worked great for me.
Good Luck!
