Title: Globally set library tags

Is there a way to edit all of a particular type of tag in the
library?

Specifically, I want to set ALL my track ratings to '3' (and
then go back later and manually downrate or uprate certain
ones).

Select all the tracks in your library and then set the rating tag to the desired value.

Or make a simple smartlist displaying all tracks rated 0...then set them to 3...that way you don't lose your existing ratings.
