Title: Playlists and Media Library?

Is there a way to have the Media Library's views exported or otherwise usable in the Playlists view?  

Or is this where Smart Playlists would be used?  Editing those in MC11 seems a little complicated at this point.

Not sure if I understand well your question but, actually, you can use Playlists as a pane in any view scheme.
