Title: WAV to MP3 Encoding problem

When I create an MP3 from a WAV file, the playback speed is greatly increased.  The track length is reduced by half.  I solved this before but have forgotten what I did.  Someone please help.  Thanks.

Note, this does not happen if I am recording a streaming file and automatically encode to MP3.  The MP3 playback is at the proper speed and the track length is correct.

what is the sample rate of the wav?
