what does the "sample-accurate MP3 seeking" part of this mean?

MP3 files aren't well suited for seeking to an exact location.   For example, seeking to 43% is easy, but seeking to 43.1223234% is pretty tricky.

MC 11 now provides perfect seeking when playing from an MP3 file, which allows the MP3+CUE to be played back in perfect gapless form.

Does that make any sense?

As Matt said, mp3s dont allow to seek to an exact position. This means MC has to read in the file from the beginning and count up to the desired seek position. This brings with it a slight unavoidable performance hit (1s) as you cant randomly jump to a point like you could with other seek friendly formats.

Note that this happens only once while playing the mp3 as the seek tables in the mp3 are built up.
