Title: FLAC - Tags - Convert to WAV on fly

I did a search on FLAC and could not find the answer to these questions.

1) If my files are in FLAC will MC convert and burn on the fly if I want to burn a regular Audio CD (for the car etc..)? What about MP3 - VBR (I'm pretty sure this one is yes).

2) Can MC or another maintain the tags when converting from FLAC to WAV? If not does anyone know of prorams or solutions to help resolve the conversion / tagging problem when coming out of FLAC to a lossy or lossless format?

I've been looking for decent tagging programs that don't require me to import a text file to rename.  If you like live music from place like archive.org, then there is no universal db with names.

I know FooBar2000, FLAC FrontEnd, Quintessential,  Entagged (JAVA driven - but one of the better ones out there after FooBar2000).
