Title: Best conversion from OGG to MP3

My portable device does not support OGG.  I have several albums in OGG at 96.  Which conversion and rate should I convert them at?

Transcoding from a lossy format to a lossy format will always reduce the quality a bit more. You should rerip if possible. If it's not possible you should encode them at the highest possible quality that you can fit on your portable. VBR High in MC 10 or VBR Extreme in MC11 would introduce the least amount of additional artifacts. However, you could trust your own ears and decide by yourself what is enough.
