I was browsing through my library this morning and noticed that an album or two were missing.
I confirmed that in fact the APE files did still exist on my hard disk.
I ran Library Import Media and included the appropriated directory "C:\music" with no improvement.
My files are kept in a directory structure c:\music\[artist]\album
I noticed that v223 is supposed to address a similar issue with files with missing time stamps. These files do have modified timestamps
I'm on XPSP2.
On the advance options on the Import Media option I have deselected "exclude files previously removed from the library". I do not think that these files have ever been removed from the library, but just incase.
What other information can I provide to help?

When MC runs an Import it creates a logfile (which you can pull up by clicking the "link" in the status dialog that comes up after MC finishes the import process). Does the log list these missing files at all?
Also, you said that the files exist on your drive, but not that they actually work (or contain any real data). What is the file size of the files (reported by windows)? Do they play in MC if you double click on them?

The log file makes no mention of the files in question.
The files do play in MediaCenter when I double click on them.
The files are around 20MB in size.

Another clue perhaps.
When I do double click one of the files that are not included in my library, it displays in the "Playing Now" list with a "blue note". I believe that this indicates that the file is already imported into the library, as opposed to a "Yellow Note" which would indicate that the file has not been imported.
For fun, I did a search for the song title of the song in the "Playing Now" list. The only occurence of this song was in the Playing Now list.

More info.
I just cleared my database, chose to reset everything to default.
After running import media, the same albums (and I don't know how many others) are not being imported into the library.
Strangely, the albums in question are "morcheeba\charang\" and "morcheeba\fragments of freedom". Both of these albums appear to be found and added to the library in the log. A third Morcheeba album which resides in the same directory "Who can you trust-" (I guess the '-' gets translated to a '?' somehow) is imported properly into the library.
I thought I could include the log file here, but it seems it's too large.

I was browsing through my library this morning and noticed that an album or two were missing. [...]
... which would raise the question for the rest of us with large libraries ... how do we locate all files not imported? ... or ... how do we make sure all files were imported?
... as I contemplate upgrading from MC10 to 11 ...
:)

This issue is still outstanding for me in build 228 .

I came across something similar in 230. I found in Windows Explorer a file that needed importing. I went into MC and Library Import, pointed the browse folder directly to that folder and said import. It didn't find it. Tried it a couple times. I ended up going back to Windows Explorer, doing the right-click Import and then it found it. This was the first time I had problems importing a file so don't know why the difference now.
