If I click "Buy Now" when MC11 starts it take me to the page with stated price $35 and no option to upgrade.

Could it be possible that MC10 was never installed and licensed on the PC you are using for the purchase? MC11 checks your MC10 "history" and gives the upgrade price if it finds a previous license.

yes, I want to run it on machine that never had MC10 installed. As I own MC10, I assume that I should be able to buy upgrade license regardless of whether MC10 is installed.
Any solution?

Just install MC10 and then install the license. It's the only way to get an upgrade price.

If you like to keep that PC "clean" you can uninstall MC10 immediately after licensing it or you could use another PC, which has had MC10 licensed. Just remember to save the MC11 key file on the disc instead of directly running it. It is valid for two weeks. Check your computers date and time before.
This is also the way to register MC11 without an Internet connection. Many users have e.g. mobile or HTPC setups that are not connected.
