Title: Enabling ability to add attachment to post?

I was wanting to add a picture to one of my post but could not find the option. I have done it before but I think the procedure has changed.

I went to help and it said that option had to be enabled but it did not say how to enable it. I seems that it should be under "additional options" when posting, but I did not see it there.
 
I also looked in my profile but did not see a place to enable it there either.......

You can add a link here to an image you've uploaded to an FTP site.

For example:  http://ftp.yoursite.com/image.jpg

Add [ img ] and [ /img ] (but without the spaces) around the link to make it show up here.
