Title: Record Sound Bug

Minor.. but.. an old bug.  If you go into the options on the record sound dialog, and you select an encoding mp3 bitrate which is different from what you've selected in the main preferences for the bitrate for encoding, the program will use main preferences bitrate instead of the one you just specified in the Record Sound dialog set.

I tried this and can confirm. (MC 11.0.314)

The "Encoding for Sound Recorder" option changes the file format, but not the specific settings. It uses whatever specific settings have been selected for the same format in "Encoding for CD Ripping" previously.

For example:

- first "Encoding for CD Ripping" is changed from "APE Fast" to "MP3 CBR 128"
- then "Encoding for Sound Recorder" is changed to use "APE High"
- the Sound Recorder uses "APE Fast" instead

The "Maximum track length" option is broken too. (This has been reported several times.)
