it would be nice if you could drag and drop from one playlist to another

You can.  Just go to View->Split View->Show 2 Views, and put the different playlists in each view.  You can then drag and drop between them.

You can.  Go to a playlist, pick some files, drag them to another playlist in the tree.

You can also pick "Edit Playlist" in the Action Window to have a drop target for any playlist.

I wouldn't recommend split views unless you're looking for advanced functionality.
