You need a video card (and driver) that support windowed 3D mode. Older cards can't always do this.
However, that error means we couldn't load the d3d9.dll, which is a little more puzzling. You could check your system folder for d3d9.dll and see what version it is.

I have NVIDIA RIVA TNT model 64/model 64 Pro 32MB
Howcome, in Media Center 10 3D visualizations play fine? But in Media Center 11.1 does not work?

If he has IE5 and Windows 2000, he might not have DX9 installed at all....
To check, you can go to Start --> Run and type "dxdiag" in the dialog and click OK. In the dialog that appears, look for DirectX version. If it says anything older than 9.0c then you should download and update to the latest version of DirectX.
You can get it here:
http://www.microsoft.com/windows/directx/default.mspx
Also, if dxdiag crashes or doesn't load properly, it's likely that your DirectX install got borked (which used to happen with older versions and Windows 2000 fairly often). If so, use the link above to download and install 9.0c and it should fix you up.
EDIT: Matt, since MC now (especially with the new stuff) makes more signifigant use of the DirectX functionality in Windows, it might not be a bad idea to have the System Info tool report on the d3d9.dll version!

Goint to be really negative here, but with that system and graphics card the 3d visualisations would be a killer if they worked
On my pc (4200 X2, nvidia 7900gt, 2Gb memory) I get between 10 and 30 percent cpu usage
The graphics card will really hold thing up

That Sounds About Right When Playing (I Just Tested It On My Computer)
It has a ATI RADEON 9700 Pro In it
