Title: Virtual CD?

I would like to find a program, hopefully freeware, that makes my computer think there is a CD drive on my computer (using the hard drive) loaded with a "CD" that I can then use programs to burn to that "CD".  Other programs could then read from that "CD". I tried a couple virtual CD programs over the weekend but they all either create an ISO image or take an existing CD to let you run it from the hard drive completely and not need the CD anymore.

There must be something out there like this but I haven't found it yet. Suggestions?
