Title: Do you need ITunes to restore an Ipod>

I was looking around for an updated firmware and everywere I look, It seems that you need to have Itunes to update the Ipod..... Is this the case, or am I just lost and cannot find the updater?

You got it.  The updater is no longer seperate.  You have to install iTunes.  It sucks, but that's what they did.

One workaround is to take the iPod to an Apple store and let them do it there.  I can't install the latest iTunes on my system (incompatibility with other software I use that requires QT6) so I just let the Apple store update my iPod.
