Not exactly what you requested, but using dynamic DNS you could something similar (dyndns.org). A client posts the current IP to a domain-name (e.g. "dummy.dyndns.org"); that domain-entry has the IP of the current connection.
I use this and I'm quite happy with it.

Nope Just Looking To Email My IP Address When It Changes

If you look into some of the clients on the dyndns.org site you'll see that a few of them actually have an option to e-mail you the IP address when it detects a change.
I use a program called Direct Update and it has an option to do it.
It's quite good, I recommend it.
