Title: Inconsistent mouse wheel behavior

I've noticed a slight oddness with the way mouse wheel scrolling works, basically it doesn't happen when MC12 is NOT the foreground application.

However, the hover highlight DOES follow the mouse when MC12 is not the foreground, so you would expect mouse wheel scrolling to work.

It's typically for mouse wheel messages to only go to the active program.

We'll change the list tracking for the next build.
